YEAR 17 (FY09) WORK PLAN DEVELOPMENT SCHEDULE (NEW)
MONTH TASK
Thru October 1 Program Track Committees review existing projects and long-term initiatives. Project ideas are developed, project managers identified, and match commitments secured for agency deployment projects. Work Plans are due from the Program Track Committees on October 1.
October 1 Program Track Committees submit Year 17 project ideas.
November 1 Steering Committee reviews Year 17 project proposals and submits recommended work plan to the Executive Board.
December Executive Board reviews and approves Year 17 Work Plan.
December 31 Final work plan letter is submitted to FHWA.

Marketing & Outreach Program
The Marketing & Outreach Program includes the following elements: Coalition Connection Website, Internal & External Meeting/Event Development and Support, Program Track Support/Promotion, Print/Electronic Materials, and Public & Legislative Education.

bullet Emerging Initiatives Reserve
The Coalition needs to be able to respond to time-sensitive ideas and issues that will inevitably emerge over the next year. These ideas and issues will become apparent during the course of program implementation. The amount of funding will be used at the direction of the Executive Director based on requests that are brought forward through the program tracks, Steering Committee or Executive Board.

Archived Data Management System Design for Coalition-Collected Operations Data
This project will design, but not implement, an archived data management system, developing system requirements and recommending the approaches to be used for data formats, data structure, etc., as indicated above. The project will estimate the cost to implement the program, providing the Coalition with options for funding and phasing the development of an archived data management system.

bullet Maintenance and Updating of the ICAT
This project proposes an annual funding amount to maintain, update and enhance the ICAT data and delivery system. Elements of this proposal include:

  • Data acquisition, maintenance and enhancement
  • Server operations and maintenance
  • Software maintenance and upgrades
  • Additional technical support

2008 Vehicle Probe Project
The project includes data acquisition, an independent evaluation of data accuracy, an assessment of the degree to which it meets the needs of the members. Funding will also be used for project management and oversight.

bullet 511 Support Services 2009
This project will provide support services such as P2P, Webcasts, etc to member agencies seeking to implement and/or expand 511 systems

bullet Passenger Information Support Program
This project will provide funding to support maintenance and use of the passenger information systems developed by the Coalition in previous program years. An annual update of the database is needed to keep it current.

bullet Integrated Air/Rail Connections and Services
As proposed in the Corridors of the Future submission that was recently selected by the USDOT, the Coalition through this project will conduct a forum to engage agencies and their reps related to schedules for Intercity Bus/Rail and Local Transit Services and a separate forum to engage participants related to ticketing for Intercity Bus/Rail and Local Transit Services.

Conduct Additional Quick Clearance Workshops in the Corridor
The Coalition’s Quick Clearance Workshops have been conducted in GA, MD, PA, Washington D.C., ME, NY, NC, and NJ. These workshops and the Quick Clearance Toolkit have been an enormous success, and the Coalition has already received additional requests to conduct the Workshops in 4-5 additional Member Jurisdictions, and more such requests are anticipated. This project will enable conducting of these additional workshops, including provision of workbooks and the Quick Clearance Toolkit.

Towing and Recovery Incentive Program (TRIP)
The Towing and Recovery Incentive Program (TRIP) is a $700,000 Program to facilitate quick and safe clearance of commercial and other vehicle crashes, and improve traffic incident management. The Georgia DOT and its program partners are seeking $125,000 in I-95 Corridor Coalition funding to specifically develop and formalize interdisciplinary, multi-jurisdictional towing policies, training, and procedures, certification requirements and process, and quick clearance goals for the towing community within Metropolitan Atlanta. There is no such multi-jurisdictional towing program existent on non-toll roads in the I-95 Corridor, and, once developed, the training, certification process, and towing program procedures will be applicable corridor-wide and readily useable by all Coalition Members.

Implement the Southern States Regional Communications Project
The Southern Region Incident Management Information Exchange Program, defined and developed under a Coalition Year 14 Project, will be ready for inter-jurisdictional implementation by the end of 2007. This Year 16 Project will enable that implementation by developing the communications links to enable Member States’ information systems to interface. It will also provide ongoing support for the initial implementation and operation of the system from the home base of Georgia DOT.

Commercial Vehicle Infrastructure Integration (CVII) Phase II
The project was proposed in two parts, the first, funded in Year 15, focuses on the considerable work required on the commercial test vehicle, as well as the roadside and network software applications and systems integration; Part two, requested in Year 16, focuses on the integration of Commercial Vehicle applications into the National VII initiative, with a preview during the 2008 World Congress, and continuation towards further testing and deployment following the event.

icon Freight Professional Development/Freight Academy Scholarships
This project will provide Coalition members with an opportunity to further their freight education and expertise to better serve the region in addressing critical freight movement issues by sponsoring 15 to 20 Freight Academy scholarships, and additional FHWA/NHI workshops as money is available.

icon Mid-Atlantic Trucking Operations Study (MATOps) Phase II
MATOps Phase II will continue where MATOps Phase I leaves off by drilling down to look at the infrastructure issues of key bottlenecks. The project will analyze the local and regional economic impacts of proposed, sketch-level infrastructure improvements. In addition, the work under this effort will develop a toolbox for transportation agencies interested in calculating the true benefits of proposed infrastructure projects.

icon Assessment of Corridor Tolling Interoperability Opportunities
This project will investigate a broad array of issues related to tolling interoperability ranging from back office processing procedures, business rules and financial agreements, to exploring technological solutions that may work around current incompatibilities of existing systems. The project will advance a full business case analysis that identifies interoperability options, highlights business arrangements and rules that might be required, and defines costs and benefits.

icon Assess Electronic Payment System (EPS) Approaches and Identify Long-Term Alternatives Which Support Regional Multi-modal Integration and Congestion Management Strategies (Phase I)
This project will provide an objective description of emerging payment system alternatives, and will explore opportunities for payment innovations and convergence in all modes of transportation in the I-95 Corridor. The project will also provide an opportunity to begin to formulate convergence strategies from these emerging approaches to electronic payment systems that look ahead to the future. A major focus of this study will be to examine ways to use advanced payment technologies which could provide the traveling public with a more coordinated approach to payment systems for all modes.

icon Study Crash Data Reporting Methods to Determine Best Practices
This project will study current accident reporting systems and procedures in place in the I-95 Corridor, and compare results from states which utilize these systems with those that do not to determine if these systems enable more timely and accurate data provision to law enforcement, departments of transportation, DMVs, and other entities.
