| DESCRIPTION |
Within the I-95 Corridor Coalition, three states (MD, VA and CT) are involved in developing electronic credentialing systems. Five states (NY, MA, PA, NJ and DE) have received funding through Field Operational Test #8 to develop electronic credentialing systems. Through CVISN, a national ITS/CVO architecture has been developed based on the principles of open standards and interoperable systems. Through this project, the following issues will be addressed:
- Insure that the development of electronic credentialing systems within the I-95 Corridor Coalition is consistent with the national architecture
- Identify the systems and standards I-95 states are currently using, and identify what each state will need to do to insure interoperability
- Establish a corridor-wide definition of electronic credentialing (IRP, IFTA, etc., end-to-end processing, electronic funds transfer, etc.) to help insure consistency between states
- Identify what credentialing information will be needed by the enforcement community for use at roadside, and what information will be needed by the motor vehicle, revenue administration, and other credentialing agencies, and what the uses of this data will be.
A working group of these eight states currently involved in electronic credentialing will be established to determine how to expedite the development and deployment of these systems. Technical assistance will be provided, as necessary, to help facilitate this process and help develop the strategies needed to successfully accelerate the implementation of electronic credentialing in the Corridor. |

Initial assessment of national architecture was conducted via literature review and some preliminary interviews regarding state systems and standards needs were undertaken. These activities indicated that complexity of defining a single electronic credenital definition within this Corridor would prove difficult to define given complexities within state databases and non-integrated systems and/or to achieve a consensus definition across all states and credentials program. States were working through various entities on individual credential program elements (IRP Clearinghouse/AAMVA, IFTA agencies, CVISN program) and while interested in vision of a corridor-wide definition, recognized that the individual program needs and definitions of various credential program elements were still not clearly uniform within those systems. Determination was made by the Coalition to cancel the project and not expend further funds and to revisit this subject in future work plans if work nationally and within states dictated a need and readiness for a Corridor-level defined program. |
