DESCRIPTION

This project will develop a prototype of a comprehensive, performance-based motor carrier safety management program. The rapid development of communication and information management technology (i.e., pen-based and laptop computers, local and wide-area networks, database management software, automatic vehicle identification systems, weigh-in-motion devices, and machine-vision video systems) provides state motor carrier enforcement agencies with an opportunity to rethink and reengineer the way they do business, thereby streamlining safety assurance procedures and making more effective use of state and motor carrier staff and resources. The project will address and integrate:

· Carrier safety performance assessments;
· Safety inspections focused on high-risk carriers and drivers;
· Analyses of truck travel patterns and accidents;
· Development of accident countermeasure programs;
· Safety compliance assurance monitoring and reviews; and
· Industry education and outreach initiatives.

The project will complement and extend FOT-7 and FOT-9, and the FMCSA CVISN and SAFER programs. The intent is to develop to a new national model for motor carrier safety enforcement through determination of best practices in the Corridor.

END OF PROJECT SUMMARY

This project was to promote roadway safety through cooperative efforts between public and private sector partners. CT, NY, PA, and the ATA Foundation studied best practices of CVO enforcement and motor carrier demonstrations of safety compliance to produce case studies and recommendations for regional adoption of successful programs that promote roadway safety. Project tasks included:

• Establishing a multi-state, industry, enforcement and university Working Group
• Development of coordinated regional policies, procedures, and implementation strategies for identifying high-risk carriers
• Designed Safe-CVO model system architecture
• Developed, delivered, and tested safety management and compliance educational materials and programs for motor carriers
• Determined evaluation criteria and outreach efforts

The study team analyzed the results of roadside safety inspections for motor carriers based in the I-95 Corridor Coalition states; performed an extensive review of motor carrier safety educational materials and programs; and conducted a survey of nearly 600 commercial motor carriers who are among the safest operators. Additionally, a survey of state motor carrier safety agencies throughout the United States was conducted to provide information concerning their motor carrier safety enforcement and educational activities. The information developed through the survey and review of safety outreach materials and educational programs for motor carriers formed the basis for the development and testing of three products. The first product is a three hour seminar on Best Practices in Motor Carrier Safety Management focusing on cost-effective strategies and management practices. The second product is a six-page brochure which highlights frequently used management practices of safe motor carriers and provides a resource/contact guide for motor carriers wishing additional information. The third product is an interactive, web-based safety toolbox to allow motor carriers to benchmark their safety programs.

ACTIONS

This effort helped to support the statewide safety initiatives of, at least, NY, CT and PA. The web-based safety toolbox developed for this project has received over 1,000 hits.

Although the project was successful, it proved difficult to contract and coordinate the multi-state and agency agreements necessary to begin the effort. Participants had originally applied as separate entities but upon interest to combine efforts for a multi-state/agency project, scopes had to be combined and modified. The ability to quantify this test, and concern regarding the relationship to the Outreach efforts were all issues within the CVO PTC which needed to be overcome.


FINAL PROJECT EXPENDITURES

Year 4 ($323,000) and Year 5 ($104,000) allocations used to fund CVO Safety Management projects to PennDOT and MEDOT($127,000).
