The goal of this effort was two-fold: directly support states (CT, SC, MD, and NC) who require credentials data from other states to fully utilize their deployed CVISN systems (e.g., CVIEW, electronic credentialing systems, e-screening systems); and directly support non-compliant states in achieving CVISN core deployment functionality necessary to qualify for the SAFETEA-LU available funds.
This two part effort pursued the following outcomes:
- Provide the Coalition and its member states a roadmap for utilizing a regional/shared CVIEW including member state(s)’ interest in hosting CVIEW; member state(s)’ interest’ in participating in utilizing a shared CVIEW for data transmission; member state(s)’ interest in utilizing a shared CVIEW for querying capability; and an effective cost sharing model.
• Document the implementation steps and costs associated with utilizing a regional/shared CVIEW in the Corridor Coalition for interested states. Included in this documentation will be an appropriate funding plan for implementation of a regional/shared CVIEW through leverage of Federal funds available to states as primary and utilization of Coalition funding as match.
While availability of Federal CVISN funds per SAFETEA-LU led to increased interest on behalf of many corridor states (ME, DE, RI, NJ, DC, and NH) to actively pursue Core CVISN Compliance the timing of this project solution proved prohibitive to states which had documented plans for state CVIEW/CVIEW equivalent and/or had started the procurement process with vendors providing legacy interfaces. The CVO Committee had secured project funding for the deployment of the credentials exchange solution (?? link to 14B-4A if not eliminated per project note) identified through this effort and opted to cancel the deployment project in consideration of states’ inability to participate. |
