DESCRIPTION

The Coalition’s Quick Clearance Responder Workshops, Executive Forums, and 6-hour Training for Law Enforcement have proven highly valuable to the Coalition Members. Over 2000 persons have been trained to date, but there are thousands more multidisciplinary entities at the State, Regional, and Local level throughout the Corridor who can benefit from Quick Clearance exposure. To reach this broad audience, this project will create a core curriculum bringing together the Quick Clearance Tool Kit, the First Responder Module, the Law Enforcement Module, a Fire Module, and Best Practices. The project will also develop a TIM “Train the Trainer” program and associated materials for use by Coalition States in their future training of responder personnel.

Project 19-3W: Conduct Additional Quick Clearance Sessions
The Coalition’s Quick Clearance Responder Workshops and Executive Forums have trained over 2,000 persons to date in all 16 Coalition Member States. Member States continue to request additional workshops, citing their importance and positive direct impact in enhancing their various jurisdictions’ incident management programs. In fact, frequently Coalition Members cite this program as one of the most successful programs the Coalition has ever run. The Coordinated Incident Management-Safety Track’s Three-Year Plan included a strategy to continue this successful responder training. This Year 19 project reflects that Three-Year Plan strategy to conduct additional Quick Clearance Responder Training Sessions throughout the Corridor to maintain momentum and educational outreach.

Project 18-3F: Conduct Additional Quick Clearance Workshops – Scheduling and Logistics Support
The Coalition’s Quick Clearance Responder Workshops and Executive Forums have trained over 2,000 persons to date. Member States continue to request additional workshops, citing their importance and positive direct impact in enhancing their various jurisdictions’ incident management programs. In fact, frequently Coalition Members cite this program as one of the most successful programs the Coalition has ever run. This project will enable the funding to conduct additional Quick Clearance Workshops throughout the Corridor.

Tasks and Funding:

  1. Identify and schedule workshops with States
  2. Perform the preparatory logistics to enable the conducting of the workshop session.

Project 14-3F: Implement the Year 13 Project Quick Clearance Strategy
Building upon the Quick Clearance/Move It (QC/MI) high-level Strategy and Implementation Toolkit developed under the CIM PTC Year 13 Project, this project will enable Coalition Member States to enact and foster Quick Clearance/Move It (QC/MI) legislation and practices.  Each of the 5 HOGs Regions will determine specific regional programs to promote Quick Clearance enactment.  A Quick Clearance for Law Enforcement Training Session will be developed as part of this project, as well as initial work on a Southern States Towing and Recovery Incentive Program.

Project 13-3F: Comprehensive Implementation Strategy for Quick Clearance/Move It
Year 13 project idea resulted from discussions with each of the Coordinated Incident Management Program Track Committee’s Highway Operations Groups throughout the Corridor. In close coordination with the Coalition’s newly-established Safety Task Force, this project will take the Year 9 CIM PTC Project 225-page Report on Quick Clearance/Best Practices and the Executive Summary (currently under development) and develop a practical and functional Toolkit, including recommendations defining administrative, regulatory, and statutory implementation considerations. Further, an implementation strategy, coordinated by the CIM PTC and the Coalition’s Program Management Committee, will be developed for ready usage by pertinent Member Agencies.

Project 9-3B: Quick Clearance & "Move It": Best Practices
The purpose of this project is to examine the quick clearance and "Move It" policies implemented around the United States and to document the best practices found. There are a number of areas which can be examined such as language of the legislation used, how support was obtained and how the public was educated about the new policies or laws. Also looked at would be how a coordinated policy might be implemented across the corridor, including any barriers to implementing a uniform policy. OBJECTIVES

Project 18-3F: Conduct Additional Quick ClearanceWorkshops – Scheduling and Logistics Support
Support the project by scheduling workshops with States and executing preparatory logistics for those workshops, including identification and contact with Member States seeking a session; development of workshop invitations for the State; arrangement of conference training room and necessary audio visual requirements; coordination of session materials shipment; and other such preparatory logistics.

Project 18-3F: Quick Clearance Sessions
The Coalition’s Quick Clearance Responder Workshops and Executive Forums have trained over 2,000 persons to date in 14 of the 16 Coalition Member States. Member States continue to request additional workshops, citing their importance and positive direct impact in enhancing their various jurisdictions’ incident management programs. In fact, frequently Coalition Members cite this program as one of the most successful programs the Coalition has ever run. The objective of this project is to conduct additional Quick Clearance Workshops throughout the Corridor, including the addition of sessions for Fire Personnel, requests for which are expected to significantly increase due to the development of the QC for Fire Personnel Module.

Project 18-3T: Quick Clearance Train the Trainer
This project will offer the delivery of QC Train-the-Trainer sessions in each of the Coalition’s five incident management regions so that DOTs, State Police, and Fire Responders can then knowledgeably train their various constituencies. Once representatives from each State attend the Train-the-Trainer Sessions, it is anticipated that these representatives will then train their various agency personnel, including their position successors, so that they become the knowledgeable regional trainer, in order to more broadly enact Quick Clearance Best Practices and maintain the continuum as persons change positions in the States.

Project 17-3W: Conduct Additional Quick Clearance Workshops
This project will use existing and ongoing Coalition programs as a base and will create a consistent message in a self-sustaining and flexible format for Coalition Members to deliver to their respective emergency response communities. The 6-hour training session entitled “Quick Clearance for Law Enforcement” was developed under a Year 14 project by the Tri-State and Delaware Valley Highway Operations Groups (HOGs) and has been piloted with the New York State Police and conducted for the Pennsylvania State Police. The New England HOGs are currently using Year 14 project funds to develop a Fire Service module. This Year 17 project will now bring these training sessions to a widespread audience in a modular fashion to allow the addition of other disciplines while insuring our core message is communicated in a consistent manner using a professionally developed presentation, a “train the trainer” style manual, and other needed resources. The overall objective of this program is the delivery of TIM professional training to thousands of I-95 Coalition responders.

Project 16-3W: Conduct Additional Quick Clearance Workshops
The Coalition’s Quick Clearance Workshops have been conducted in Savannah, Baltimore, Washington D.C., and Philadelphia, with 4 more locations (Maine, New York, North Carolina, and New Jersey) scheduled for the fall, 2007. These workshops and the Quick Clearance Toolkit developed under Year 13-14 Workplans have been an enormous success, and the Coalition has already received additional requests to conduct the Workshops in 4-5 additional Member Jurisdictions, and more such requests are anticipated. This project will enable conducting of these additional workshops, including provision of attendee materials such as workbooks and the Quick Clearance Toolkit. More info: click here

Project 14-3F: Implement the Year 13 Project Quick Clearance Strategy
To encourage, through education and outreach, the implementation of Quick Clearance throughout the I-95 Corridor.

Project 13-3F: Comprehensive Implementation Strategy for Quick Clearance/Move It
• To develop a Toolkit for use by all Corridor Members based on the 225-page Quick Clearance/Best Practices Report and its Executive Summary. This Toolkit will include a bulleted "keys to success" fact sheet for implementing statewide Quick Clearance Programs, including aids to introduce pertinent legislation; identification of stakeholders and delineation of requisite outreach materials including a potential public information campaign and ways to promote enactment of Quick Clearance practices; practitioner training for law enforcement, fire, service patrol, and towing; and a synopsis of best signage practices in the several states which have already enacted Quick Clearance policies.

• To develop an Implementation Strategy for ready use by Corridor States which do not currently have Quick Clearance practices in place. This strategy will include the identification of a Quick Clearance Champion in each relevant Corridor State, as well as the identification of specific milestones in implementing Quick Clearance practices. It will also include consideration of recommendations particularly with respect to public outreach for those Member States who have enacted Quick Clearance legislation.

• To collaborate with the National Traffic Incident Management Coalition, of which the Coalition is a Member, to affect national implementation strategies and simultaneously ensure the Corridor’s Quick Clearance objectives are met.

Project 9-3B: Objectives of this project include those associated with the following tasks:

  • Task 1 - Examine Quick Clearance Policies Around the U.S.
  • Task 2 - Examine "Move It" Policies Around the U.S.
  • Task 3 - Documentation of Policies & How They May Be Applied in the Corridor
  • Task 4 - Document the Impediments to Implementing These Policies in the Corridor

Project 14-3F: Implement the Year 13 Project Quick Clearance Strategy
The Quick Clearance for Fire Module was developed and delivered, including training materials (Power Point Presentation and presentation notes for each slide, handouts and course outline). Additional Quick Clearance Workshops were also held in the Corridor.

Project 13-3F: Comprehensive Implementation Strategy for Quick Clearance/Move It
A Quick Clearance/Move-It (QC/MI) Toolkit was produced for use by Coalition members in improving their individual state/agency posture with respect to QC/MI by selecting and implementing new QC/MI best practices not already in place, as well as launching law-making efforts to aid their legislatures to enact QC/MI legislation. This Toolkit addresses not only agencies but also their various designees acting under the direction of an official of an agency (i.e. the tow truck driver, sanitation vehicle driver, etc.). The QC/MI Toolkit contains the following sections:

• Introduction and Purpose
• Transportation Incident Management for Quick Clearance
• Agency Responsibilities in Transportation Incident Management
• Transportation Incident Management/Quick Clearance Self Assessment
• Resources (References, Fact Sheets, DVD)

Materials for a two-part workshop, based on the QC/MI Toolkit, were then developed:

Part One - Responder Workshop:
Intended for upper and middle managers who are directly responsible for implementing laws, policies, and the like, but more significantly supervise responders directly or indirectly. These attendees are given the slide handout, the QC Toolkit with DVD, and a Public Safety Vest.

Part Two - Executive Forum:
Intended for senior agency officials and legislative staff who are in positions to influence the creation of TIM/QC laws, policies, regulations, and programs. These participants receive a copy of the forum handouts (slides and QC Fact Sheets), DVD, Executive Summary, and a Public Safety Vest.

The next steps, covered under the Year 14 funding for this project, are to conduct the workshops and to assist with implementation, as needed, of Quick Clearance practices throughout the Corridor.

Deliverables:
The project produced a very user-friendly printed Toolkit, two sets of workshops and their associated notes, and a DVD with many samples of materials referenced in the Toolkit. Go to Quick Clearance Toolkit and Workshop page.

Project 9-3B: Quick Clearance & "Move It": Best Practices
The initial work consisted of coordinating the Corridor Coalition task with the NCHRP Synthesis Topic 33-05, "Safe and Quick Clearance of Traffic Incidents" task. This included coordinating an agreement between the NCHRP Panel and the Corridor Coalition to share data and information between the two teams, identifying additional potential resources, and encouraging those agencies to complete the NCHRP survey, to better enable quick identification of Best Practices for follow-up interviews.

Interviewers contacted NCHRP survey respondents to gather more detailed Best Practice information. Best Practices within agencies were identified, and implementation methods, outreach and educational programs, and Lessons Learned were gathered. This data and other anecdotal information was used to develop conclusions and recommendations on how Corridor Coalition agencies could implement Quick Clearance and Move-It policies, what legislation might be needed, and the most effective means of informing and educating the public.

These quick clearance workshops continue to be extremely successful with a continued list of additional requests.

Project 9-3B: Quick Clearance & "Move It": Best Practices
The project resulted in a report for Traffic Incident Management practitioners with recommendations and usable examples of Quick Clearance and Move-It Best Practices from around the country. Short-term recommendations include practices that are directly within the purview of the transportation and public safety agencies, require no explicit new legal authority, and are more quickly attainable. Long-term recommendations are actions that are more complicated and may need legislative action and will take time and resources to achieve. These resources include political will, human capital, money, and/or institutional "turf." The key is that the efforts be coordinated to ensure consistent implementation across the I-95 Corridor to the extent possible.
